Wayne A. Newton, P.E.
President

Mr. Newton is a Licensed Professional Engineer with over 35 years' experience in the Mid -Atlantic region. He is licensed in Maryland, West Virginia, Delaware & Pennsylvania and has completed projects throughout his career in all jurisdictions within the State of Maryland. Mr. Newton grew up in the construction industry starting out as a laborer and working his way up through the ranks. This practical experience gives him knowledge not otherwise found in the engineering industry.
Wayne has completed projects all sectors of land development and has been the developer on certain projects. His has managed projects in the municipal and private arenas from initialization to completion including design, project management and construction management for over 30 years. He has managed municipal capital projects, residential, commercial and industrial subdivisions/developments of all sizes, shore erosion control projects and recreation/park facilities.
Mr. Newton has successfully completed the Erosion and Sediment Control training program in the states of Maryland and Delaware and is a certified construction reviewer in Delaware and an expedited reviewer for projects within Anne Arundel County Maryland. Mr. Newton also serves as the Town Engineer for several incorporated Towns in Maryland and is responsible for timely, complete delivery of all projects within the firm as well as client relations, design, budgeting, scheduling, and quality control.
Wayne promotes philanthropy and assists several notable charities including The Marine Corps Toys for Tots program and is very involved in the local community in which we serve.

Timothy J. Brenza, R.L.A.
Vice President, Planning & Landscape Architecture

As a Registered Landscape Architect with over 31 years of professional experience, Mr. Brenza has been responsible for a wide variety of projects requiring technical and managerial experience in planning, supervising and administering special projects for both public and private clients. His experience includes zoning and feasibility studies, comprehensive planned communities, commercial, industrial, institutional and retail complexes, expert witness testimony, shore erosion, wetland/reforestation, critical area/environmental studies, recreational site design, as well as single family residences.

Darrell J. Volney, P.E.
Vice President, Engineering Design

Mr. Volney is a Professional Engineer licensed in the State of Maryland and graduated with honors from West Virginia Institute of Technology in 1991 with a Bachelor’s of Science Degree in Civil Engineering. Has been with Messick & Associates for over 20 years and has 27 years of experience in planning, design, and construction administration services in land development and water resources engineering. His experience is diverse, providing project management and design of stormwater management facilities, storm drain systems, grading, erosion and sediment control measures, water distribution and sanitary sewer collection systems for commercial, industrial, institutional, educational, and recreational projects in both public and private sectors. Mr. Volney also has extensive experience in conducting field inspections to ensure that construction complies with the approved plans, specifications, and permits.

Robert C. Tipton, P.E.

Mr. Tipton joined Messick & Associates in 2013. He is a licensed professional engineer with over 22 years of experience in site design, project management and construction management of development projects, residential, commercial, recreational, industrial and educational facilities. His experience is very diverse and includes the design of storm water facilities, storm drainage, erosion and sediment control, grading, water distribution and sewage collection systems. He also has extensive experience in field inspection to ensure roadways, drainage, storm water management and ESD facilities are built in accordance with the approved plans and specifications.

Robert J. Noeth, Jr., P.E.

Mr. Noeth joined Messick & Associates in 2009 as a project manager and brought with him over 30 years of experience in management and design of engineering projects. He manages projects in both the public and private sectors, giving Messick the diversity and knowledge needed to expedite the projects. He has managed the design of numerous residential, commercial and industrial facilities including McKinsey Park, an award winning adult community in Severna Park, MD, the flue gas desulfurization system for the existing Brandon Shores Power Plant for BGE, as well as the engineering design of the storm drainage and stormwater management system for the Arundel Mills Mall, a 65 acre regional retail facility. His experience also includes the design and project management of recreational and walking trail facilities. His areas of expertise, in addition to project management, include the design of storm drainage systems, stormwater management facilities, grading, sediment and erosion control design, floodplain analyses, water distribution and gravity sewer system design, road design, specification writing and permit acquisition. He has a thorough knowledge of hydraulics and hydrology including computer modeling and has conducted several stormwater management technical design courses. ​
